H3903- An Act Establishing Biannual Tax Incidence Reports by the Commissioner of Revenue- A bill that was first filed by State Senator Jamie Eldridge in 2007 based on my research on tax policy. If enacted, this law would direct the Massachusetts Department of Revenue to study how different state and local taxes affect different income groups every two years, and report the study's findings to the Legislature. If this information were available for Massachusetts, it would allow legislators to make better informed decisions about changes in tax policy. The bill is modeled after a Minnesota law. |
